MINISTRY OF COMMUNICATIONS CLAIN AGAINST THE BRITISH AND HONGKONG

GOVERNILENTS,

As suggested in our conversation the other day I enclose a brief memorandum on the position regarding the above clains.

On behalf of the Ministry of Communications and at their request we have taken up the matter both in Hongkong and London and we seen now to have come to a deadlock.

as follows:

Tony Keswick in his last letter from London writes

"I see little prospect of satisfactory progress unless we can exert some external pressure, or find someone within the dar Office with sufficient authority to hasten matters. Do you think our Embassy in Nanking could intimate to the Foreign Office that the Chinese Government i◄ showing impatience?”

and our Hongkong office inform us that in their opinion it would be a very good idea if the Minister (Commercial) would take up the matter with the Foreign Office on our behalf.

There is no doubt that the Ministry of Communications is getting impatient and whenever we send a representative to Nanking we are tackled on this problen and asked why there is delay.

In the meantime we are continuing to press both in London and Hongkong for a settlement and any assistance from the Fabacey will be very muclappreciated.
